The Congress was only held once between 1997 to 2002 - and that one renewal in 2000 did not include a competition for the Henderson Cup.
When the Summerfest tournament, which had been held in May-June every year, was discontinued after 2005, the City of Belfast's place in the calendar fluctuated between early Spring and early Summer.

Henderson Cup 1988-2019
This trophy was presented by Ron Henderson, a former President of the Ulster Chess Union, to be awarded to the winner of the Intermediate section of the City of Belfast Championships and first won in 1988. There was no competition when the City of Belfast Championships were not held in the period 1997-1999 and although the City of Belfast resumed for a year in 2000, it did not include a competition for the Henderson Cup. In seasons 2000-2001 and 2001-2002, when once again the City of Belfast went into hibernation, the Henderson Cup was awarded to the winner of the supporting event to the Williamson Shield, but with the revival of the City of Belfast Championships in 2003, it returned to its original home.
